How important is a project management system in the world of public works?

Infrastructure development that refers to the public interest has become one of the priorities in the administration of President Joko Widodo (Jokowi), both in the first and second term. For example, the construction of toll roads, President Jokowi’s statement quoted from jawapos.com, will build 1,500 km by the end of 2019. The acceleration of the construction of this toll road is planned to continue to grow to 4,000-5,000 km in 2024.

Infrastructure development is of course, not all about road building. Because water resources management, implementation of drinking water supply systems, housing, domestic wastewater management, environmental drainage, solid waste, building arrangement, development of residential areas, development of strategic infrastructure, implementation of work and housing infrastructure financing, as well as construction services development, have become the government’s agenda, in this case, the Ministry of Public Works and Public Housing (PUPR).

The government itself in 2020 allocated a budget of Rp 120.2 trillion for PUPR. PUPR spent the fund on the construction of 837 (km) of new roads, 6.9 km of new bridges, and 49 new dams. That was what the Minister of Finance Srimulyani Indrawati said, as quoted from cnnindonesia.com.

PUPR Minister Basuki Hadimuljono, on the pu.go.id website, explained that he would allocate the budget for water resources infrastructure development of Rp 43.97 trillion, connectivity of Rp 42.95 trillion, settlements of Rp 22 trillion, the housing of Rp 8.48 trillion, human resource development Rp 525.2 billion, construction Rp 725 billion, infrastructure Rp 263.8 billion, and management support, supervision, and innovation development of Rp 1.08 trillion.

Information in ‘Real Time’ on the Digital Platform

In infrastructure development, one of which is the construction of toll roads, various aspects play a role in making the project successful, and all these aspects must be well-coordinated—starting from planning schedules, budgets, monitoring, evaluation. And of course, it involves many parties; the existence of these projects is well known in several different areas. So, how can project progress be appropriately coordinated and promptly, so that the entire project runs in harmony?

In this digital era, all data regarding the work of a project is easily accessible by all parties concerned. Of course, it will be beneficial for every process, from planning to management, and its operations are supported by taking advantage of technological developments, namely using a project management system/project management system (PMS). PMS is currently widely used in various large companies or world governments in the project management process.

“Project management tools not only provide facilities in managing a project but several projects at once and even different types, at the same time on one platform,” said Ayu Septiani, project management system consultant from PT Ikonsultan Inovatama (IKON) at the seminar entitled Digital Transformation 4.0 for Public Works’ Projects, a collaboration between IKON and Oracle.

In fact, with the digital transformation carried out, it allows each party to receive information in real-time.

There are many project management system tools available, one of which is the Oracle Primavera Cloud Solution. This tool can accommodate the following:
1. Make it easy to make decisions based on existing visibility
2. Determine the priority projects
3. Resource planning
4. Monitor resource inefficient in handling a job
5. Analyzing the importance and progress of the project
6. Evaluating the proposal

“When talking about tools, indeed, it cannot be separated from the costs that will be incurred. However, this can be a good investment,” Ayu added.
